The Level 2 Award for CCTV Operators (Public Space Surveillance) in the Private Security Industry is the legally required qualification for anyone wishing to apply for an SIA CCTV Operator licence.
This qualification covers the knowledge and practical skills needed to operate public space surveillance (CCTV) systems responsibly and effectively within the private security industry. It includes the legislation governing CCTV use, the roles and responsibilities of the control room team, surveillance techniques, operational use of CCTV equipment, health and safety in the CCTV environment, and the production of evidential documentation.
The qualification is fully aligned with the SIA's licence-linked training standards, ensuring learners meet all regulatory requirements before applying for their licence.
Note: unlike some other SIA licence-linked courses, this qualification does not require a First Aid certificate as an entry requirement.

Entry Requirements
- Must be aged 18 or over
- Have English or Welsh language skills — reading, writing, speaking and listening — equivalent to CEFR B2, ESOL Level 1, or Functional Skills Level 1 in English (or a recognised equivalent); this is assessed before training begins
- Be able to communicate effectively, including making calls to emergency services where required
Assessment Method
Assessment includes multiple-choice exams, practical assessments, an externally set workbook and a 1-to-1 CCTV control-room scenario. The practical assessment is visually recorded.

- Unit 1 MCQ exam — 72 questions, 110 minutes, pass mark 70%
- Unit 1 practical — evidential statement (Section 9 statement), pass mark 100%
- Unit 2 MCQ exam — 40 questions, 60 minutes, pass mark 70%
- Unit 2 practical — CCTV control-room scenario with portfolio and observation sheet, pass mark 100%; conducted 1-to-1 and visually recorded, approximately 25 minutes per learner
- Unit 2 workbook — externally set, internally assessed; pass mark 80% for the short-answer element
- RPL route (Unit 2 only)
Unit 1 is recognised through a valid Door Supervisor or Security Officer certificate.
- Unit 2 MCQ exam — 40 questions, 60 minutes, pass mark 70%
- Unit 2 practical — CCTV control-room scenario with portfolio and observation sheet, pass mark 100%; conducted 1-to-1 and visually recorded, approximately 25 minutes per learner
- Unit 2 workbook — externally set, internally assessed; pass mark 80% for the short-answer element
Delivery Format
- Standard route: 3 days (both units) — Unit 1 delivered with self-study support
- RPL route: 2 days (Unit 2 only) — for learners holding a valid Level 2 Door Supervisor or Security Officer certificate
- Maximum 8 hours of training, delivery and assessment per day.
- Delivered at an SIA/Highfield-approved training venue with access to a live or simulated CCTV control room
- Knowledge content can be delivered virtually where permitted by the SIA; the CCTV practical assessment and evidential documentation elements must be delivered and assessed in person
